SCOPE OF SERVICE

Xodus has provided post-consent environmental and consenting support to Ørsted for the Hornsea Project Three Offshore Wind Farm (Hornsea Three) since 2021. Our role supports the transition from consent into delivery, with a focus on pre-construction requirements, environmental compliance, and marine licensing for both Transmission and Generation Assets.

KEY ACTIVITIES

Xodus supports Ørsted in the preparation of a comprehensive suite of pre-construction documentation, including mitigation and monitoring plans, methodology statements, construction programmes, and wider environmental management plans. This includes the development of seabed and benthic monitoring plans, the Project Environmental Management Plan, Cable Specification and Installation Plans, Construction Method Statements, the Southern North Sea Site Integrity Plan, and the Marine Mammal Mitigation Protocol.

We also provide permits and licensing support, including Marine Licence applications and exemptions, UXO inspection and clearance licences, and associated wildlife licences. All support is delivered in close collaboration with Ørsted and their contractors to ensure alignment with consent conditions and programme requirements.

VALUE CREATED

Xodus has delivered long-term continuity through a stable project management team, providing consistency and deep project knowledge. Our environmental specialists bring leading expertise on complex topics such as seabed interactions within SACs and underwater noise mitigation. Through access to Xodus’ wider environmental capability, Hornsea Three benefits from a flexible, integrated support network able to respond rapidly to short-notice requirements, coordinated through a single project management interface.

Additional value has been delivered through specialist chemical risk assessments aligned with Cefas-agreed formats to support DCO compliance, and through tailored decommissioning advice from Xodus’ dedicated decommissioning team, supporting early understanding of future requirements and options.
