SCOPE OF SERVICE

Xodus provided ScotWind pre-bid and bid support and acted as Lead EIA Consultant for both offshore and onshore consent applications for a 2 GW fixed offshore wind development comprising up to 125 turbines. Our role included stakeholder engagement, survey and marine licensing support, and the provision of embedded secondees across key project functions. These secondments included EIA management, offshore and onshore EIA support, stakeholder engagement, GIS data management, and commercial fisheries expertise, enabling seamless integration with the client team.

KEY ACTIVITIES

Xodus managed and coordinated the onshore and offshore Scoping and EIA Reports, including all supporting studies, outline plans, and associated Habitats Regulations Appraisal documentation. This included authoring technical chapters and managing specialist sub-consultants. We led consents management activities, supported stakeholder engagement, and provided marine licence and GIS expertise through secondees. Xodus also developed and delivered the commercial fisheries engagement strategy, recognised by the Scottish Fisheries Federation as a “gold standard”. Support continued through the determination phase, including the management of responses to requests for additional information and the development of a clear, post-consent strategy for discharge of offshore consent and onshore planning conditions.

Xodus was able to support with an integrated development team that could easily scale depending on the project phase. This delivered both corporate memory as well as cost efficiencies across the three and half years of the early phase work.
